But 58% of the money will go to households earning more than $50,000, including some earning more than $200,000, according to the Tax Policy Center, a think tank. Most of these households aren’t holding back on spending because they have no cash, but because of Covid-19 restrictions. The $350 billion Mr. Biden proposes for state and local governments is much more than the revenue hit they have sustained."
