Total Government Spending Seems To Be Up, Not Just Federal Spending, As A % Of GDP

See "It's the Spending, Stupid" by Robert Lawson of "Division of Labor."

Here is the graph they show. It looks like in 2006 that it was about 31% but it quickly grew to about 36%.
